Open access: The sorry state of Indian repositories

India may not have a national open access policy in place, but the Council of Scientific & Industrial Research (CSIR), The Indian Council of Agricultural Research (ICAR), The Department of Science & Technology (DST), the Department of Biotechnology (DBT), The University Grants Commission (UGC) have open access policies that clearly mandate researchers to deposit their papers in institutional repositories. National institutes such as the IITs and IISc, too, have repositories and similar mandates.

“Open access institutional repositories are clearly lagging behind despite the mandate,” says Dr. G. Mahesh from the National Institute of Science Communication and Information Resources, New Delhi, and one of the authors of the article. “Individual researchers are required to deposit their papers in the repository but they don’t. It is very difficult to motivate them to do it.” One of the reasons why researchers do not deposit their papers in a repository is because they no longer hold the copyrights. “In over 95 per cent of cases, the researchers have already transferred their copyrights to the respective journals,” he says. “Ideally, pre-prints of papers should be deposited in a repository. A large majority of publishers of subscription journals have no problem in researchers depositing preprints in a repository.”

Krishi Vigyan Kendras (KVKs) for rural prosperity

The Krishi Vigyan Kendras (KVKs) also known as Farm Science Centers, a gross root level scheme which was designed by the Indian Council of Agricultural Research (ICAR) in the country. In 1964-66, the Education Commission of Government of India under the chairmanship of Dr. D. S. Kothari gave recommendations for the application of science to productive process including agricultural education. The Planning Commission of India and Inter-Ministerial Committee reviewed the recommendations. A committee under the chairmanship of Dr. Mohan Singh Mehta was constituted by the ICAR in 1973 which further gave the recommendations for the establishment of KVKs in the country. The first Krishi Vigyan Kendra (KVK) was established in 1974 at Pudducherry under Tamil Nadu Agricultural University, Coimbatore by the ICAR, New Delhi. Presently, the ICAR has established 641 KVKs all over the country under different organizations like State Agricultural Universities, the ICAR institutes, Deemed Universities, Central Institutes, State Governments and NGOs. In Jammu and Kashmir ICAR has established 19 KVKs under two agricultural universities SKUAST-Jammu, SKUAST-Kashmir and one KVK under Central Institute of Temperate Horticulture (CITH).

I have suggested the PMO, India and other government officials to mention “Made in India” in all the Government official websites . Here is the  copy of email. Kindly read and reply your views. If you are a blogger, freelancer or owner of any website then kindly do as per this email.

Greetings!

I  am  a frequent visitor of many Government websites and applauding the work carried out by the Ministries and their IT team, specially NIC. Now a days, a lot of information and services are available through websites. Creating  awareness through social media sites and moving from web services to mobile based services are  helping citizens.

While, visiting many Govt websites, an idea came into my mind, can not we proudly write ; “Made in India” in all our websites, like Government sites, Educational Websites and other Indian websites etc.

We should proudly write these in our websites in  footer/end of page.

1. Made in India

2. Made in India, for the world

3. Made in India. Made for the world

or any statement that boost and show that the site is in India and  Made by Indians.

I have done these modifications in my websites and suggested many to do the same. Please check it in attached screenshot or at http://ohs.lantok.com & http://lantok.com and I am also decided to put this in other websites, which have had developed by me as freelancer or any way.

I strongly believe that this can make a huge impact in  Search Engine Optimization ( when people search for Made in India) and also in Make in India campaign.

Google finds new web threat as bad as Heartbleed, Shellshock.

Three Google researchers have uncovered a security bug in widely used web encryption technology that they say could allow hackers to take over accounts for email, banking and other services in what they have dubbed a ‘Poodle’ attack.

The discovery of ‘Poodle,’ which stands for Padding Oracle On Downloaded Legacy Encryption, prompted makers of web browsers and server software to advise users on Tuesday to disable use of the source of the security bug: an 18-year old encryption standard known as SSL 3.0.

Genetically Modified Silk Is Stronger Than Steel.

The idea for the work was based on the fact that some spiders’ silk is five times as strong as steel. A research team wondered if they could harness that strength in order to manufacture a more durable cloth. Previous studies had shown that attempting to produce artificially long and strong fibers of the spider silk is not successful.

Silkworms have been modified to produce spider silk, creating a fabric that could be used in everything from bulletproof clothing to artificial tendons.

At the University of Wyoming, scientists modified a group of silkworms to produce silk that is, weight for weight, stronger than steel. Different groups hope to benefit from the super-strength silk, including stronger sutures for the medical community, a biodegradable alternative to plastics, and even lightweight armor for military purposes.

7 Questions to Ask If You’re Stressed

We all have stress sometimes. For some people, it happens before having to speak in public. For other people, it might be before a first date. Sometimes stress is helpful – it can encourage you to meet a deadline or get things done,  but too much could eventually diminish your performance as well as your happiness. If you suspect your stress level is out of whack, ask yourself these 7 questions to get back on track.

1 – Have I taken on too much? Sometimes we don’t realize we’re in over our heads until it’s too late. Step back and evaluate your workload—delegate, reschedule, and perhaps even eliminate tasks where you can.

2 – Am I focusing on the right things? If you’ve set your sights on the obvious instead of the important, your stress could continue to build as critical path tasks remain unfinished.

3 – Is someone else better equipped for this task? Even if your stress isn’t caused by a staggering workload, you may be stressing yourself out over things that should be in someone else’s basket. There’s no sense borrowing headaches.

4 – Am I being held back by conventional wisdom? Break the handcuffs of tradition and use the opportunity to look for new or innovative methods of addressing issues and solving problems.

5 – Is this crisis short-term or long-term? Short-term stress may be useful in maintaining your laser focus, but if your situation doesn’t have an endpoint, you need to find a way to reduce stress to a more manageable level.

6 – What happens if I fail? Let’s get some perspective. Are you stressed over an upcoming presentation, or a project that’s spiraling out of control? Whatever it is, consider the consequences of failure and determine if they’re worth the stress you’re feeling. If they aren’t, take a deep breath and refocus on what’s truly important.

7 – Did I miss something in the planning phase? By identifying possible glitches or oversights in your original plan, you can avoid causing yourself similar stress on future projects.
